SSS Salary Loan Application: What you should know before applying

Before even applying for an SSS Salary Loan, there are things you should know and consider before applying. Don't be as ignorant as I do, I filed my loan application and got approved without reading the FAQ's and guidelines. I just got shocked when things went shaky along the way. It is always best to read and understand the provision before pushing through.

A salary loan according to SSS guidelines is a privileged given to all SSS members to meet their short term  credit needs.

Below are some of the details I got from the SSS Website, take time to read before even filing 

Who may qualify for a salary loan?

1. All currently employed, currently contributing self-employed or voluntary member.

For one-month loan, the member-borrower must have 36 posted monthly contributions, six (6) of which should be within the last twelve (12) months prior to the month of filing of application.

For two-months loan, the member-borrower must have 72 posted monthly contributions, six (6) of which should be within the last twelve (12) months prior to the month of filing of application.

2. The member-borrower whose employer must be updated in the payment of contributions.

3. The member-borrower must be under sixty five (65) years of age at the time of application.

4. The member-borrower has not been granted final benefit (total permanent disability, retirement and death).

5. The member-borrower has not been disqualified due to fraud committed against the SSS.

How much is the loanable amount?

A one-month salary loan is equivalent to the average of the member-borrower's latest posted 12 Monthly Salary Credits (MSCs), or amount applied for, whichever is lower.

A two-month salary loan is equivalent to twice the average of the member-borrower's latest posted 12 Monthly Salary Credits (MSCs), rounded to the next higher monthly salary credit, or amount applied for, whichever is lower.

The net amount of the loan shall be the difference between the approved loan amount and all outstanding balance of short-term member loans.

How long will it take the member to pay back the loan?

The one-month or two-month salary loan shall be payable in 24 monthly installment to start on the 2nd month following the date of the loan, which is due on or before the payment deadline for loans per Circular No. 2011-003.

How much is the interest charged on a salary loan?

The loan shall be charged an interest rate of 10% per annum, based on diminishing principal balance, and shall be amortized over a period of 24 months. If the loan is not fully paid at the end of the term, interest of 10% shall continue to be charged on the outstanding principal balance until fully paid.

Any excess in the amortization payment shall be applied to the outstanding principal balance.

In case a loan is not paid, how much is the delinquency interest?

Loan amortization not remitted on due date shall bear a penalty of 1% per month until fully paid.

Is there a service fee?

Yes. A service fee of 1% of the loan amount shall be charged and deducted from the proceeds of the loan.

When can a member renew a salary loan with the SSS?

The loan may be renewed after payment of at least 50% of the original principal amount and at least 50% of the term has lapsed. Proceeds of renewal loan is any amount greater than or equal to zero after the outstanding balance on the previous loan is deducted.

How does a member pay back the loan?

For employed member-borrowers, the first deduction from their salaries shall start on the second month following the date of loan. All remittances shall be made by the employer on or before the deadline for payment which depends on the 10th digit of the ER 13th digit ID number. For instance, if the ER ID number is 03-1234567-8-012, the payment deadline for member loans for the applicable month of January is February 25. Payment may be made to the SSS or any of its accredited banks.

What shall a member do if he/she transfers employment? 
(This is very important, because this is most often neglected to by the borrowers. Just like me I am not fully aware of this policy. You should take not that you have to get the updated statement of account from your HR Representative. You should also double check if the deduction from your pay slip matches your deduction from the statement of account HR will be giving you. If you don't get the statement of account your loan will incur monthly interest.)

A member-borrower who transfers employment shall submit to his new employer an updated statement of account of any outstanding loan balance with SSS and allow his employer to deduct from his salary the corresponding amortization due, including any interest or penalty for late remittance.

For self-employed or voluntary paying member-borrowers, loan amortization may be paid to the SSS or any of its accredited Banks/Bayad Centers on the prescribed schedule of payment which is according to the 10th (last) digit of the SS number of the SE/VM.

For instance, if the SS number is 01-2345678-9, the payment deadline for member loans for the applicable month of January is February 28 (last day of the month).

In case the payment deadline falls on a Saturday or Holiday, payment may be made on the next working day to avoid penalties on late member loan payments of employers, self-employed and voluntary members including OFWs.

What are the obligations of the employer to the SSS?

The employer shall be responsible for the collection and remittance to the SSS of the amortization due on the member-borrower's salary loan through payroll deduction.

The employer shall require new employees to secure from the SSS an updated statement of account.

The employer shall deduct and remit to SSS any outstanding loan balance of new employees.

In case of transfer, separation, or resignation, how can a borrower pay back the loan?

(This is also very important to note. In case, by any chance you resign, separate, transfer the company will deduct all remaining loans from your back pay. This will apply to special cases like merger and acquisition. Though merger and acquisition is not the employees fault the said ruling will still apply. Yeah too bad.)

In case a member-borrower is separated voluntarily (e.g. retirement or resignation) or involuntarily (e.g. termination of employment or cessation of operations of the company), the employer should deduct the total balance of the loan from any benefit/s due to the employee and shall remit in full to SSS.

If the benefit/s due the employee or the amount thereof legally available for offset of obligations of the employee is insufficient to fully repay the loan, the employer should report to the SSS the effective date of separation from the company and the unpaid loan balance of the employee

What are the obligations of the employer to the SSS?

In case of default, the arrearages/unpaid loan shall be deducted from the benefits claimed by the member, whichever comes first, as follows:

1. For self-employed/voluntary member, deduction shall be from short-term benefits (Sickness/Maternity/Partial Disability).

2. In case of member-borrower's death, total disability or retirement, the total outstanding balance of the loan including the interest and penalty, shall be deducted from the corresponding benefit.

What are the other conditions of the loan?

1. Any overpayment on a previous loan shall be applied to the subsequent loan, if any, otherwise the overpayment shall be refunded upon request of the member-borrower.

2. The borrower shall notify the SSS in case of change of address/employer thru mail/e- mail/over-the-counter (OTC). The notice should indicate the name and SS number of the member-borrower, addressed to the Member Services Section of the nearest SSS Branch, and duly signed by the member-borrower (in case of mail/OTC).

NOTE: A disclosure statement on loan transaction is issued by the SSS to the borrower upon approval of his loan (R.A. 3765, Truth in Lending Act)
What are the papers/documents needed for filing a salary loan? REQUIREMENTS!!!!!

A member-borrower shall submit an accomplished Member Loan Application and present Social Security Card (SS card) or in its absence, Application for SS card (SS Form E-6) acknowledgment stub and any two valid IDs listed below both with signature and at least one with photo:

• Unexpired Driver's License
• Professional Regulation Commission (PRC) ID card
• Passport
• Postal ID
• School or Company ID
• Tax Identification Number (TIN) card
• Seaman's Book
• membership card issued by private companies
• Overseas Worker Welfare Administration card
• Senior Citizens card
• Voter's Identification card/Affidavit/Certificate of Registration
• ATM card
- with cardholder's name; or
- with certification from bank, if without name
• Credit card 
• Fisherman's card issued by BFAR
• GSIS card/Member's Record/Certificate of Membership
• Health or Medical card 
• ID card issued by LGUs (e.g. Barangay/Municipal/City)
• ID card issued by professional association recognized by PRC
• Birth Certificate
• Baptismal Certificate
• Marriage Contract
• NBI Clearance
• Pag-IBIG Member's Data Form
• Permit to carry firearms issued by the Firearms and Explosive Unit of PNP
• PHIC Member's Data Record
• Police Clearance
• Seafarer's Registration Certificate issued by POEA
• Temporary Driver's License issued by LTO
• Transcript of Records
• Alien Certificate of Registration
• Bank Account Passbook
• Certificate from:
-Office of Southern/Northern Cultural Communities; or
-Office of Muslim Affairs
• certificate of Licensure/Qualification Documents/Seafarer's ID and Record Book from Maritime Industry
• Certificate of Naturalization from the Bureau of Immigration
• Life Insurance Policy
• Birth/Baptismal certificate of child/ren

If filed by member-borrower's Authorized Representative, Member Loan Application, Authorized Representative's SS card or any two valid IDs both with signature and at least one with photo, Letter of Authority (LOA) signed by both the member-borrower and member-borrower's authorized representative, and member-borrower's SS card or any two valid IDs both with signature and at least one with photo.

If filed by Employer/Company's Authorized Representative, accomplished Member Loan Application, Authorized Company Representative (ACR) card issued by SSS, LOA from employer and any two (2) valid IDs both with signature and at least one with photo, member-borrower's SS card or in its absence, Application for SS card (SS Form E-6) acknowledgment stub and any two valid Ids both with signature and at least one with photo.

If filed by member's representative, present member's SS card or two (2) valid IDs, one of which with photo and signature, authorization letter signed both by the member and representative.

Where can a borrower file the salary loan application?

A borrower may file the salary loan application at the branch nearest the place of residence or business. A member who is registered at My.SSS can submit the salary loan application online. The salary loan submitted online by an employed member will be directed to the employer's My.SSS account for certification, hence, the employer should also have an SSS Web account.

OFW members may also file their salary loan application at the SS Representative Offices in selected countries. In case there is no SSS office in a particular country they may send their application and supporting documents to their relatives here in the Philippines and authorize them to file at the SSS branch. Documents issued in other country should be duly authenticated or certified by the Philippine Consulate/Embassy. They may also send the application and supporting documents to Foreign Branch Expansion and Monitoring Department thru mail (3/F SSS Building, East Avenue, Diliman, Quezon City) or fax (632-435-9814).

Note: The employer shall submit an updated Specimen Signature Card (SS Form L-501) to be updated annually to avoid delay in the processing of salary loan applications.

Now your turn to decide if you push through with your salary loan application at SSS. If you are not resigning for the next 2 years from your current company then there'd be no problem go for it. But if you think that you are uncertain like you smell a merger and acquisition then don't or you'll end up going home empty handed. Please note that all lavender fonts are my personal thoughts.

My Reaction on South West Terminal

The Metro Manila Development Authority sets a firm decision to finally make a stand and put all the Provincial Buses specifically Tagaytay, Cavite, Batangas.

Here's what I think are the PRO's for having the South West Terminal at Coastal Mall:

  • In all fairness, I would personally say that the South West Terminal is effective in a way that the traffic congestion along EDSA became better. It wasn't at its best but it was better than before. The amount of buses has significantly reduced resulting to better travel time
  • Before, I don't want to travel to Cavite using buses because it is dangerous. I said it is dangerous because it is jammed packed with so many passenger. I was standing from Makati to my destination at the door. However, with the emergence of the South West Terminal, I never experienced standing plus it is more comfortable to travel. 
  • Commuters have more options. Choice is very important for a commuter like me. Before, I dont have a choice, whoever comes first I would need to jump in or else I would need to wait for an hour or so for the next bus to arrive.
  • It is more organized. Compared to running and rushing with all the other passengers
  • I love the passengers lounge as well. I am just crossing finger that this is not for these year only. It is high time for the Philippines to have a better and more organized bus stations.

Here are the CON's or the things I did not like
  • It is a matter of adjusting though since people would need to transfer from one bus to the next to the point of destination.
  • The MMDA Management would need to do more fixing not only on the internal looks of the terminal but also the external part of it. Huge portion at the back and at the sides of the terminal is not cemented.
  • City buses should only pass through the front of the terminal and not allowed to pick or drop passenger at the back of the terminal. The bus driver told us to go down and just walk along. The city and provincial buses are all jammed packed at the side making a hard time for some buses to pass through.
Some of the problem that is arising nowadays is the "Tigil Pasada" where bus operators. "Akin lang eh... ok na sana unti unti ng natatanggap at nasasanay na ang mga commuters at dahil sa tigil pasada unti unti nanamang naiinis ang mga commuters." Isnt it that the bus operators has the responsibility to make their commuters safe and comfortable? I myself dont want to go back to the idea of standing from AYALA all the way to my point of destination and worse I am standing at the driver's side.NO... I would prefer to go to the bus station look for the bus and then ride comfortable. The LTFRB should warn these bus operators to provide the riding public safely and comfortable.

Speaking in their Dialect Gets Expelled at School

Dialect according to experts are used in different ways but it is mainly a language spoken in a particular group area or a community or group of people. In the Philippines which is comprised with thousand of islands has more or less a thousand of spoken languages depending on their ethnic background or origin.

Recently, social media users reacted differently when a news broke that Saviour's Christian Academy students in Laoag City Ilocos Norte expelled due to speaking Ilocano (a dialect in the Ilocos Region and the Cordillera).

My point of view 

It may be serendipitous if the school bans the usage of vernacular within the school premises for the students to have an avenue in practicing the students capacity and skills in the English language. However, to disgorge them from school is rather implacable. A school is a second home for every children. A place for them to explore the wonders of the world through their quest for knowledge in the guidance of their so called second parents. To dislodge them is as good as disowning your kids capacity to learn.

Dislodging the child as a course of action towards a minute mistake like speaking in vernacular inside the school premises is totally repugnant. A school should be guiding these children to be successful someday. They should be the stronghold of these children to be better. The school is totally responsible to every child's future. Such action is totally unacceptable.

English is a universal language understood by men but Ilocano is a dialect understood by the Ilocano's not only by their mind but also in their hearts. It is the language they have grown up using and it will be the language that they would bring in their death. English is learned and Ilocano is a langauge by heart of the Ilocano's. If this is true, why did the school penalize these kids? The teacher or school administrator should have talked to this students and have re-iterated the importance of the English Language and why they should be practicing it.

My main reason why i despise the action of the school authority is basically the idea of penalizing the students by simply speaking in vernacular language. Speaking in vernacular is not a grieve misdemeanor rather they should have a corrective action plan be in place. For me, English language is important which I agree but having good English skills doesn't define you as a person, it doesn't define your success and above all, it is not a social status or standard.

To wrap it up, these children doesn't deserve to be expelled using their native language. They should've just been reminded of that school policy. I have expected more understanding from these school since they are a Christian school. I always believe that the best way to teach the children is not through heated iron punch into their hearts but rather getting into their heart and understanding  is what makes learning more possible. In this way the learning would stay forever.

Practice makes perfect! That's totally true, but since English is our native language there will always be instances where we would need or accidentally would speak in the language that we have grown up with. Just like Singaporean when they are in Singapore they'll speak their natural language or Chinese or Koreans and that is totally acceptable.

My Weekend Vanity With Watsons

Everyday we rushed from home to work. Everyday we deal with our own stresses. Everyday we face troubles of life whether that is our personal or professional life.

That is true to me or to any one else. However, I make it a point that my weekend activity is something that I love doing like blogging, watering my plants, chit chat with friends or playing my FB games that it takes me months to move from one level to the next (LOL).

This weekend, I decided to do something that I haven't been doing for the 3 years and that is pampering myself and spending an hour in the shower room.

My Philippines Savings BANK Molino Cavite Experience

Opening a checking account is really laborious and most banks requires a lot of documents. I went from one bank to the next to ask for their requirement and their application process however to no avail I came out of their banks a little frustrated. Everyday, I always go home unhappy and still looking for the right bank who wanted to do business with me.


On my home, I decided to just settle for a bank near me and so I decided to ask PS Bank Molino Branch just to inquire on their requirements in opening a checking account.

And here are the things I really wanted to highlight about their employees:
  • The Bank Manager (I suppose she is the Bank Manager) Eloiza Villaneuva is extremely helpful, fun and energetic and friendly. She explains to me clearly on how I should handle my checking account. She definitely embody the perfect customer service. She managed to process my application and explains to me why I can't get my checks yet. One more thing, she remembers my name after a week or so. This is a superb costumer experience because I felt the care.
  • The lady who processed my application is also very heplful. She smiles and answers my question properly the way it should be explained. She is not hesitant in providing me information that I need.
  • The guard is very respectful. Their greetings is rather sincere.

The Pressure on Educators

Educators I would say are the most respected people in the world I must say. There would be no doctors, scientist, politicians and the like without our beloved educators and nothing beats their dedication on their job. When an educator would talk I definitely listen because I know that somehow I have these inclination that everything that comes out to their mouth would somehow benefit me.

I believe that a moment an educator signs the contract, they'd automatically signed a contract as well that every time their students comes out to their classroom being proud because they have learned something different either a lesson in life based on experiences or they've become better in the subject matter the educator is teaching.

But what if all these are not true?

I learned from my sibling studying in a reputable school that they have a teacher who has a PhD. That moment I became comfortable and confident that they would learn more because they have one of the best educator. Unfortunately I also learned that every time they commit mistake their board works the educator would say "TANGA (stupid/fool)". One time the educator would even say: "public school lang kayo.... galing ata ako MaSci (you Only came from Public School.... I'm from MaSci)".

I immediately taught, is coming from a public school make the student less? I totally disagree, students in public school are there because they wanted to learn no matter how difficult their situation in their school is. I agree that in the public school they don't have everything plus there are 60 to 70 students per classroom and these are the reason why I have high regards to the public school teachers.

I remember when I was an educator as well and I never told my student a fool or stupid when they cant pass my simple examination or board work. I even ask them to stay and I would teach the lesson all over again because I don't want them to go home and not learned anything in my lesson. Is this not suppose what all educators would do?

Is having a PhD gives you the right to brag everything that you have and tell your students fool or stupid. Teaching in private school is way way easier than teaching in public school because you have everything you need for your students to learn and because you audio visual rooms that public school doesn't have.

I always believe that if you are an educator, they don't have the right to complain because that is their responsibility. It is an educators responsibility to make sure that when their students are asked about their subject matter the students would be able to answer them accurately. It is an educators responsibility as well for the knowledge of their students.

One Lazy Weekend

We all have these lazy days, we either watch a movie, sleep, read anything, watch television and I am guilty about it. This weekend is a different story.

My Husband's Lover - A Hit TV Series

My Husband's Lover draws too many attention not only to the third sex community but to the whole viewing public as well. Despite CBCP's criticism, majority of the viewing public still shows support to the show. It still the most talked about TV show in social network like twitter.


Who would ever think that a gay themed TV Series would be the most talked about and praised in a prime time slot. My Husband's Lover is definitely timely! The cast and story line is perfect.

In my opinion the show was great. It is tastefully made and very much considerate. I personally think that the writers and management including the actors are holding back because they are thinking and considering the "religious and moral values". I am watching the replay every weekend because for me it has a life moral lesson. The show is teaching the viewing public about the life of homosexual.

For me, My Husband's Lover is timely. The time for diversity is definitely not yesterday or tomorrow but the time is NOW. I am excited to the time when everyone can go to church without being judged, I am excited to the time when a preacher would openly welcomes everyone into the church and not being the topic of their homily.

GAY, HOMOSEXUAL, THIRD SEX call it whatever you call. No one cant deny the fact that they exist and that they are part of this world. All we need to do is simply respect each others existence. The church shouldn't be a dictator and start dictating everyone what to do and what we should believe in. It doesn't mean that when the preacher, priest, pastor says it is wrong does not also mean that they are certainly right. They are human too guided by their own principle and own belief and being homosexual is not a sin or a disease that need to be cured. Homosexuals are human too who goes to church and do what everyone is doing.

Kudos to GMA for showing MY Husband's Lover with all the twists and drama. I just hope that they wont twist the show to favor religious group. I just hope it would stick to the reality of life...

UPDATE: AUG 9, 2013 its already the 45th day of airing and it consistently hit the bench mark! The said TV Series trends in Twitter not only in the Philippines but definitely worldwide. The social media reacts via Twitter and shares their sentiments over the characters.

The Characters.....

I think the characters are reflections of the Philippine Society as well as the whole story. Here's what I think:

  • General Armando Soriano - The father of Vincent Soriano. A general in the military and a homophobic. A very strict father and has this Alpha Male idea. In deed, there are many stories out there of a father who will do everything just to change or cure their son's or daughter's sexual preference. According to them they are simply a disgrace to the family and a disgrace to his name. They are more particular about what their padrino's would tell rather the well fare of their child. They will subject their children to intense physical and emotional abuse. This is very evident in the who knows when it started until about the year 2000. Up to this date there are still horrible stories about fathers ready to subject their children to anything just to make sure they are "cured". He is a perfect picture of a close minded father and very firm as to what he believes in. These kinds of fathers are the very reason why I campaign for the TV Show as they need to be educated and they need to learn somehow on the ins and outs of being a gay. They need to be 
  • Vincent Soriano - is a closet gay. Oh yes there are many closet gays out there. He represents the hardship of those prefer to be in a closet by whatever reason. His story, hardship and dilemma could be happening in a real Filipino setting. No matter what happen they still need the comfort of their real love. 
  • Eric Del Mundo - is gay but not a cross dresser. He is a story most and typical gay man who dresses like a boy but admits that he is a gay "Bi-sexual" as they say. Most of the time they play the role of a girl in a same sex relationship. His story also represents those gays who are very fortunate to have a family member who supports him all the way. He has a family member who would fight for his welfare and understand fully how he thinks and acts and accepts him as who he is.
  • Soledad "Sol" Del Mundo - a typical caring and loving mother. Who would fight for his gay son no matter what happen. She represents the same mother who has a gay son/daughter who showed support and love to their children no matter what the people would tell her or her family that she builds.
  • Elaine Soriano  - is a typical "religious" grand mother who believes everything what the priest would say.  She is loving and caring mother for Vincent and his husband Armando but she also believes that being gay is a mortal sin and needs to be cured. She is a representation of mothers who has the same mentality.
  • Lally Agatep-Soriano - is a representation of every wife who has a husband gay or not who would fight to keep the family intact. She represents every wife who could sacrifice her feelings and needs for the sake of her family. In short they are the "martyrs"
  • Sandra Agatep - represents every single mother. She also represents those mothers who would sell everything just for her children to eat.
The show is expected to end on September 27, 2013 as announced. For me, it could be too soon to end but it could be too late to end. It would actually depend on where I see it. For me the show is ending too soon because I think Zandro's end wasn't showed properly. The life of a cross dresser and the way they are treated in many various forms wasn't discussed thoroughly in the show. Though it is not part of Vincent - Lally - Eric conflict but it is still about gay issues surrounding these types of homosexuality.
